On manoeuvring, political

"We stand really at a crossroads in terms of our relationship with Canada," Mr. Kennedy said in an interview. "I would hope that Prime Minister Harper and his cabinet, when they look at this appointment, will not allow it to generate into political manoeuvring."

I thought next year was the crossroads. Or wasn't it a couple of years ago? It's so hard to keep track. Maybe it's the Rubicon, or the Alamo this year. Who knows...

Anyway, why do we need a relationship WITH Canada? Aren't we part of Canada? Or did that change in the past few years as well?
