Numbah one

Trevor Taylor and Ed Martin (Ed Martin?!?!??!) went up to Canada and came back with a list of stuff:

The following are some of the other initiatives presented as ways the Federal Government could help stimulate the infrastructure sector of Newfoundland and Labrador:

  • Creation of the Canadian Oceans Development Agency to focus on fostering industry and institutional ocean development activities, including ocean technology research and development-related activities;
  • Designate Newfoundland and Labrador as the Northern Gateway to further position the province an international knowledge leader, technology-provider and operational pioneer in remote sensing, high-speed communications, research, modeling and information management tied to ocean and Arctic development;
  • Improve inter-modal access to port facilities;
  • Strengthen broadband capacity;
  • Construct a new facility in Newfoundland and Labrador to replace Her Majesty’s Penitentiary; and,
  • Proceed with Joint Supply Ships contract in Marystown.

Now, that's odd. Just two years ago, a previous minister of Highways Happiness told the House of Assembly:
Mr. Speaker, this government has been engaged with our federal counterparts. This is a number one priority, the Trans-Labrador Highway, for the Department of Transportation and Works and for the Government of Newfoundland and Labrador. I am happy to report here today, Mr. Speaker, that we are in discussions with the federal government. We have had a number of meetings, and I can say with all confidence today, Mr. Speaker, that at the end of the day here, we will see the hard surfacing of the Trans-Labrador Highway start as early as next June. I am very pleased to do that, Mr. Speaker.
Why is the TLH no longer "a number one priority"?

(And how many "number one priorities" can you have, anyway?)

And what in purple blazes does it mean to "Designate Newfoundland and Labrador as the Northern Gateway"?
